Disputes will naturally occur in any community. But without the rule of law disagreements can quickly escalate to violence and a cycle of revenge. In any fledgling community it will be necessary to set up a simple system of law as early as possible, specifically to take the freedom to violence away from the individual and invest it with the community.
You will need:
1. A body of law which restricts individual freedom to violence, and invests that power to the community at large.
